Reporting to the revised national budget
According to Section 50a of the Petroleum Regulations, operators must submit data to the revised national budget (RNB).
Each year, all operating companies shall submit data and forecasts for their respective operated fields, discoveries, transportation- and utilization facilities (TUF). The reporting to the RNB is included in the basis for the state and national budget and the Government’s oil and environmental policy. It is therefore very important that the reporting is of high quality and that the deadlines are met, so that the Norwegian Offshore Directorate can meet the deadlines set by the Ministry of Energy.
Reporting to RNB is carried out through the Collabor8 RNB portal and is structured into three phases: reporting initiation (Initiate), determination of the scope of the current year’s reporting (Scope), and data transmission (Data). In the Initiate phase, we aim to clarify, which reporting objects (fields, discoveries and TUF) should be reported to RNB by the various companies. In the Scope phase, it is clarified which projects should be included in the reporting. Project reporting must be in accordance with the Directorate’s resource classification system (see Resource classification guideline on the right-hand side of this page). During the Data phase, the operators report the detailed data and prognoses for accepted reporting objects in accordance with established requirements and deadlines.

Approval of the scope is a prerequisite for data to be reported to RNB2027 within the deadline. During the data transmission, third-party actors must be authenticated vis-à-vis the directorate to ensure that the reporting is integrated with the directorate's solutions. Authentication is carried out via “Maskinporten”, which is a secured shared solution developed by the Digitalisation Directorate. A user guide is available on the right-hand side of this page.

If there are significant changes to the reporting due to budget decisions in the production licenses’ management committees after October 15, the Directorate must be contacted immediately to clarify whether an updated report needs to be submitted.
Quality assurance of data before submission to the Norwegian Offshore Directorate
The operator must ensure high data quality before submission to the Directorate. If the Directorate finds errors, deficiencies or anything that is unclear in the received reporting, feedback will be provided to the issuer of the data report. The operator must then submit corrected reporting or respond to the comments. The reporting templates provide an opportunity to describe the delivery and any changes since the previous RNB reporting. Use these descriptions actively to explain the reporting and reduce the need for follow-up questions.
The Directorate will offer a validation service that allows operators to test data quality before submission. This service replaces the consistency checks used in the previous reporting method based on Excel file submission. The service will be available through Offshore Norge (API or uploading the template in Collabor8). Some validation rules allow submission with an explanation, while others must be fully met.
